This is a Kenyan Swahili phrase that is used many times among peers or friends. Imagine that time you were talking to your friends and then one of them says “mimi siwezi fanya ivo(I cannot do that). 

It often makes you feel inferior to them. It is a tact meant to tell you if you want to be my friend or my peer you cannot do that, it is not acceptable.
